Joseba Segura Etxezarraga was born in Bilbao on May 10, 1958, and entered the Bilbao Seminary at the age of 17. He was ordained a priest on January 4, 1985. He holds a degree in Psychology (1983) and a doctorate in Theology (1989) from the University of Deusto. Between 1992 and 1996, he completed a Master's degree in Economics at Boston College in the United States. Joseba Segura carried out his priestly ministry in Barakaldo, first as parochial vicar of San José (1985–1991) and later as *in solidum* parish priest for the parishes of San Vicente, San José, and La Esperanza (1991–1992). Between 1996 and 2006, he served as parochial vicar for San Ignacio, San Juan de Deusto, and San José de Elorrieta. During this time, he held the positions of Episcopal Delegate for Caritas, Delegate for Social Pastoral Care, and member of the Diocesan Pastoral Council. From 2006 to 2017, he was in Ecuador, engaged in pastoral work in Quito and serving as a member of the national Caritas organization in Ecuador. Upon his return, he was appointed parish priest for the Otxarkoaga-Txurdinaga Pastoral Unit. From September 2018 until his episcopal appointment, he served as Vicar General of the Diocese of Bilbao. His appointment as Auxiliary Bishop of Bilbao was announced on February 12, 2019, and he received episcopal ordination on April 6 of that same year. He also served as Diocesan Administrator starting December 6, 2020. On May 11, 2021, Pope Francis announced his appointment as Bishop of Bilbao, and he took office as the diocese's bishop on July 3.
