Ricardo Jorge Valenzuela Ríos was born in Asunción on December 13, 1954. He was ordained a priest on December 12, 1982, and incardinated in Asunción. After six years of ministry in the diocese, he obtained a Licentiate in Canon Law from the Pontifical Gregorian University in Rome in 1990. Appointed Titular Bishop of Case Calane and Auxiliary Bishop of Asunción on November 27, 1993, he was consecrated on January 6, 1994. On May 24, 2003, he was appointed Military Ordinary of Paraguay, and on June 25, 2010, he was transferred to Villarrica del Espíritu Santo. He is currently the Vice President of the Episcopal Conference of Paraguay.
