Bishop of Ciudad del Este
Pedro Collar Noguera was born on September 9, 1963, in Juan León Mallorquín, in the Department of Alto Paraná. He pursued philosophical studies at the Metropolitan Seminary of Asunción and theological studies at the National Major Seminary. He obtained a Licentiate in Canon Law in Buenos Aires at the Pontifical Catholic University of Argentina and took courses toward a Doctorate in Canon Law at the Pontifical Comillas University in Madrid, Spain. He was ordained a priest on June 7, 1992, in Ciudad del Este. He held the following positions: Parochial Vicar of San Lucas (1992–1993) and of Virgen Aparecida de los Cedrales (1993–1994); Moderator of the priestly team (1994–1995) and Parish Priest (1998–2006 and 2014–2015) of the San Blas Cathedral in Ciudad del Este; Judge of the Diocesan and Interdiocesan Ecclesiastical Tribunals (2000–2006); Vicar General of Ciudad del Este (2010–2011 and 2014–2016); Diocesan Chancellor (2011–2014); and Parish Priest of San Antonio de Padua del Remansito in Ciudad del Este (2014–2015). On April 23, 2016, he was appointed Titular Bishop of Tamugadi and Auxiliary Bishop of Ciudad del Este, receiving episcopal consecration on May 28 of that year. On February 16, 2017, he was transferred to San Juan Bautista de las Misiones. Within the Paraguayan Episcopal Conference, he serves as: Member of the Permanent Episcopal Council; President of the Council for Legal Affairs; President of the Commission for the Causes of Saints; National Coordinator for the Pastoral Care of Priests; and National Coordinator for the Pastoral Care of Permanent Deacons. He is also a member of the Latin American Consortium for Religious Freedom.
