Born on August 24, 1961, in Sobral, Ceará. Son of Raimundo Frota Ferreira (†2014) and Antônia Elias Ferreira (†2007). Philosophy: Our Lady of Fatima Seminary, Brasília – DF, 1985–1987. Licentiate degree in Philosophy from the State University of Ceará, 2000; Theology: Bachelor’s degree – Our Lady of Fatima Seminary, Brasília – DF, 1988–1991, recognized by the Pontifical Bolivarian University, Medellín, 2017; Program for Updating in Pastoral Theology and "Evangelizers with Spirit," Cebitepal, Bogotá, 2017.
