Born on September 26, 1967, in Furcy, within the Archdiocese of Port-au-Prince, he completed his primary education in Kenscoff under the guidance of the Sisters of Wisdom and the Little Brothers of Saint Thérèse of the Child Jesus. In 1980, he began his secondary education at the Petit Séminaire Collège Saint Martial, graduating in 1987. That same year, he entered the philosophy program at the Notre Dame Major Seminary; two years later, he moved to the theology program, completing his studies there in 1993. He was ordained a priest on November 13 by Bishop Joseph Lafontant. His first priestly assignment was as a parochial vicar at the Sacred Heart (Sacré-Cœur) parish in Turgeau, starting in December 1994. Archbishop Joseph Serge Miot of Port-au-Prince sent him to Rome to specialize in Social Communications. He spent three years there, earning a degree in Social Sciences with a specialization in Social Communications. Before returning to Haiti, he spent a year in Tampa, Florida, where he interned at the Catholic radio station Spirit FM while also serving in pastoral ministry at Christ the King parish in the Diocese of Saint Petersburg. He returned to Haiti in November 1994 and was appointed head of Radio Soleil, a position he held until 2016. During this time, he also founded Télé Soleil. He served as a professor at the Major Seminary and as spokesperson for the Archdiocese of Port-au-Prince. On April 4, 2016, Pope Francis appointed him Bishop of Hinche, succeeding Bishop Simon Pierre Saint-Hillien, who had passed away the previous year. He received episcopal ordination on July 2 of that same year at the Cathedral of the Immaculate Conception. He chairs the Episcopal Commission for Social Communications.
