He was born on August 14, 1954, and entered the Santo Toribio de Mogrovejo Major Seminary to study for the priesthood; he was ordained a deacon on January 11, 1981, and a priest on December 8 of the same year. In 1984, he was appointed Archdiocesan Director of Vocational Ministry and Executive Secretary of the Episcopal Commission for Seminaries and Vocations, and in 1987, Rector of Casa Nazareth. He was sent to Rome in 1991 for further studies in a spiritual renewal course, and on December 8, 1991, he was appointed Rector of the Santo Toribio de Mogrovejo Seminary. In February 1999, he was once again called to serve as Rector of the Santo Toribio de Mogrovejo Seminary, a role he held until September 2002. He has served as President of the Episcopal Commission for the Lay Apostolate (CEAL). On February 16, 2003, Pope John Paul II appointed him Titular Bishop of Villamagna in Proconsulari and Auxiliary Bishop of Lima; he received episcopal ordination from Cardinal Juan Luis Cipriani Thorne at the Basilica Cathedral of Lima on April 7, 2002. Upon concluding his tenure as Seminary Rector, he was appointed in 1996 as parish priest of Our Lady of Fatima (Nuestra Señora de Fátima), located in the "Unidad Vecinal No. 3" neighborhood of the Cercado de Lima district. That same year, he was named a Canon of the Basilica Cathedral of Lima and National Director of the John XXIII Parish Retreat Movement. In June 1998, he was transferred to serve as parish priest of Santa Beatriz Parish in the Lince district. In 2006, Pope Benedict XVI appointed him the second Bishop of the Diocese of Lurín; he took possession of the diocese on July 23 of that same year. At the 111th Plenary Assembly, held from March 5 to 9, 2018, he was elected President of the Episcopal Commission for Clergy, Seminaries, and Vocations for the term spanning March 2018 to January 2021—a position he holds for a second time for the 2022–2025 term. He was also elected by the Bishops of Peru, during the 125th Ordinary Plenary Assembly in August 2023, as Second Vice President of the Peruvian Episcopal Conference for the 2023–2025 term.
