Bishop of Puno
He was born in the city of Tarma on May 21, 1950. He was ordained a priest for the Diocese of Tarma on August 15, 1976. During his priestly ministry, he served as Deputy Secretary of the CEP (Peruvian Episcopal Conference) and, on February 14, 1998, became Apostolic Administrator of Puno. On March 25, 2000, Pope Saint John Paul II appointed him Bishop of Puno; he was ordained on May 7, 2000, in the Cathedral of Puno by Cardinal Augusto Vargas Alzamora, S.J., Archbishop of Lima. At the 111th Plenary Assembly held from March 5 to 9, 2018, he was elected President of the Episcopal Commission for the Doctrine of the Faith for the three-year term spanning March 2018 to January 2021. Subsequently, at the 121st Plenary Assembly, he was re-elected to the same position for the 2022–2025 term.
