Mitchell Thomas Rozanski was born on August 6, 1958, in Baltimore, Maryland. He attended Sacred Heart of Mary Elementary School in Dundalk and Our Lady of Mount Carmel High School in Essex. He pursued his studies in philosophy and theology at the Theological College of The Catholic University of America in Washington. He was ordained a priest for the Archdiocese of Baltimore on November 24, 1984. Following his ordination, he served as an associate pastor at several parishes—Saint Michael Parish in Overlea, Saint Anthony of Padua Parish in Baltimore, and Saint Isaac Jogues Parish in Baltimore—before being appointed pastor of the twin parishes of Holy Cross and Saint Mary Star of the Sea in Baltimore, and later pastor of Saint John the Evangelist Parish in Severna Park. He also served as a Vicar Forane in Anne Arundel County and as a member of the College of Consultors, the Presbyteral Council, the Archdiocesan Vocations Committee, the Priest Personnel Board, and the committees for the ongoing formation of the clergy and the formation of the laity. He currently serves as Vicar for Hispanic Ministry in Baltimore. Appointed Titular Bishop of Walla Walla and Auxiliary Bishop of Baltimore on July 3, 2004, he was consecrated on August 24 of that year. Within the Episcopal Conference, he serves as Chairman of the Committee on Ecumenical and Interreligious Affairs.
