Bishop of Tulcán
Carlos Washington Yépez Naranjo was born on October 15, 1972, in Pallatanga, in the Diocese of Riobamba. He received his priestly formation at the *Cristo Sacerdote* Major Seminary. He was ordained a deacon on January 4, 2002, and ordained a priest on March 26, 2003 (with March 28, 2003 noted in some records), and incardinated into the Diocese of Riobamba. He obtained a Licentiate in Spiritual Theology from the Pontifical Gregorian University. He has served as a member of the Vocations Commission, a formator at the Riobamba Seminary, Vicar for the ongoing formation of young clergy, parochial vicar and parish priest in various parishes, and *Delegate ad omnia* for the Apostolic Administrator during the *sede vacante* period of the Diocese of Riobamba. Most recently, he has served as Vicar General, parish priest of La Dolorosa, and chaplain for both the National Police and the Riobamba prison. 4 Parish priest of La Dolorosa in Riobamba (until 2023). Member of the Episcopal Council (until 2023). Chaplain of the National Police and the Riobamba prison (until 2023). On May 16, 2023, Pope Francis appointed him Bishop of Tulcán. That same day, at his new episcopal see, he received the zucchetto and pectoral cross from Bishop Danilo Echeverría Verdesoto. He was appointed Bishop of Tulcán on May 16, 2023, and was consecrated on July 22, 2023 in the coliseum of the State Polytechnic University of Carchi by Archbishop Andrés Carrascosa Coso. He completed studies in 2002. He served in parishes from 2006 to 2011. He was delegate ad omnia for the Apostolic Administrator in 2021 and 2022. 28 4.
