Bishop Louie Patalinghug Galbines was born on 18 November 1966 in Aliwanag, in the diocese of Bacolod. After studying philosophy and theology at the University of Santo Tomas, Manila, he was awarded a licentiate and doctorate in theology from the Pontifical University of Saint Thomas Aquinas in Rome. He was ordained a priest on 29 April 1994 for the diocese of Bacolod. He has held the following offices: vice dean and spiritual director of the Sacred Heart Seminary in Bacolod City (1994); chancellor and secretary of the diocesan Curia of Bacolod (1994-1996); treasurer and collaborator of the Catholic Bishops’ Conference of the Philippines (2001-2006); vice president and president of the diocesan Commission for the Clergy (2007-2012); parish vicar of Saint Sebastian in Bacolod City (2007-2012); rector of the Sacred Heart Seminary in Bacolod City (2012-2018); and vicar general (2013-2018). He was appointed bishop of Kabankalan on 12 March 2018, receiving episcopal ordination on the following 28 May.
