Bishop Joseph Cai Bingrui, bishop of Fuzhou, was born on September 15, 1966, in People's Republic of China, China. He was ordained a priest on August 15, 1992. On January 1, 1996, he was appointed Administrator of Xiamen. On November 19, 2007, he was appointed Bishop of Xiamen. He received episcopal ordination on May 8, 2010, at Xiamen, with John (Roman) Fang Xing Yao as principal consecrator and Joseph Li Mingshu and Paul Xiao Zejiang as co-consecrators. On January 15, 2025, he was appointed Bishop of Fuzhou. He was installed as Bishop of Fuzhou on January 23, 2025.
