Anton Cosa was born on November 23, 1961, in Valea Mare, in the Bacău district (Romania). After completing his philosophical and theological studies at the minor and major seminaries in Iași (1979–1989), he was ordained a priest for the Diocese of Iași on June 25, 1989. He served as an assistant parish priest in Roman (1989–1990) and Chișinău (1990–1991), and subsequently as parish priest in Chișinău (1991–1993). Appointed Apostolic Administrator *ad nutum Sanctae Sedis* for the Apostolic Administration of Moldova on October 28, 1993, he was raised to the episcopal dignity on October 30, 1999, receiving the titular see of Pesto. On January 6, 2000, John Paul II consecrated him a bishop in the Vatican Basilica.
