Bishop Salazar Cárdenas was born on 22 February 1958 in Matamoros. He carried out his studies in the Seminary of Monterrey, and was ordained a priest on 12 June 1989; he was incardinated in the diocese of Matamoros-Reynosa. He was awarded a licentiate in dogmatic theology at the Universidad Pontificia de México. He has held the following offices: formator, lecturer, vice rector and rector of the diocesan seminary; coordinator of the diocesan Commission for Vocational Pastoral Care; defender of the bond and diocesan bursar; parish priest and episcopal vicar.
