Philippe Guiougou was born on June 8, 1973, in Baie-Mahault/Les Abymes (Guadeloupe) and moved to France in 1995. He received his formation at the Séminaire Saint-Sulpice in Issy-les-Moulineaux, obtaining a Baccalaureate in Theology. He was ordained a priest for the Diocese of Saint-Denis-en-France on June 27, 2004. He has held the following positions: Parochial Vicar for the parishes of Christ Ressuscité, Saint-Louis, and Saint-Pierre in Bondy (2004–2012); Youth Ministry Coordinator (2007–2010); Episcopal Vicar for Youth Ministry and member of the Episcopal Council (2010–2019); Parish Priest of the parishes of Notre-Dame de Bon Secours, Saint-André, and Tous les Saints in Bobigny (2012–2018); a year of theological training ("Believing and Understanding") at the Centre Sèvres in Paris (2018–2019); Vicar General of the Diocese of Saint-Denis-en-France (since 2019); and Moderator of the Saint-Denis Pastoral Unit (since 2020).
